be paid by the Mayor and City Council of Baltimore City to
the Treasurer of Baltimore County as the fair value to said
Baltimore County after the passage of said Act of all school
houses, including the school furniture therein, fire engine
houses, including the fire engines and apparatus used in con-
nection therewith, and police stations situate within the terri-
tory annexed by said Act from Baltimore County to Balti-
more City, and said arbitrators having agreed thereon ap-
pointed James F. Thrift, of Baltimore City, as the third arbi-
trator as required by this Act,
AND, WHEREAS, Said arbitrators did in the manner and
form fixed by said Act ascertain and determine the fair value
of said property in accordance with the definition of "fair
value" fixed by said Act, at $750,000, and on the 13th day of
March, 1920, certified to the Mayor and City Council of Balti-
more City and the County Commissioners of Baltimore
County, respectively, their said finding and award.
AND WHEREAS, By virtue thereof the Mayor and City Coun-
cil of Baltimore City became indebted to the County Commis-
sioners of Baltimore County in the sum of $750,000 to be paid
in ten annual instalments accounting from September, 1919,
as provided in said Act.
AND WHEREAS, There is an urgent and immediate need for
the construction of public buildings, improvements and
facilities in aid of the public school system of Baltimore
County and fire and police protection therein, in the place and
stead of the property so valued, and it is essential to the pub-
lic welfare and convenience that said sum be immediately ap-
plied to the replacement of such property and be available
therefor, and to that end, that the County Commissioners of
Baltimore County be authorized to borrow for such purpose
a sum of money equal to the amount due from the city to said
Commissioners at the time of such loan, and to apply the in-
stalments due Baltimore County from Baltimore City under
said award and Act to the payment of such loan.
SECTION 1. Jt is therefore by the General Assembly of
Maryland, enacted, That the County Commissioners of Balti-
more County are authorized and empowered to borrow for
such period and at such rates as they deem best all or any
part of a sum equal to such part of the sum found to be due
to Baltimore County by Baltimore City under an award of
