case no proper or reasonable bid shall be received, the Road
Commissioner shall proceed to have the same done under his
supervision, and the County Commissioners! shall levy for his
use such sum or sums as he shall certify is necessary to have
the work property done.

SEC. 7. And be it further enacted, That all amounts devoted
to the road fund of Calvert County by special legislation shall
be paid over to the said Road Commissioner to be used for the
building and repair of the said public roads as contemplated
by this Act and to be deposited by him in bank to the credit
of the said Road Commissioner, subject to his order, and the
said Road Commissioner shall give bond, with security to be
approved by the County Commissioners, to the State of Mary-
land in the penalty of the sum of one thousand dollars
($1,000.00) for the proper custody, use and expenditure of all
money coming into his hands as said Road Commissioner,
which bond shall be filed in the office of the Clerk of the Cir-
cuit Court for Calvert County.

SEC. 8. And be it further enacted, That the County Com-
missioners of Calvert County at their annual meeting for the
levying of the county taxes are hereby authorized to levy upon
the assessable basis of the county such sum. of money as the
said Road Commissioner shall notify them in writing will be
required for the building and .keeping in repair the public
roads in Calvert County for one year, not, however, less than
five thousand ($5,000.00) dollars, and it shall be the duty of
the said Road Commissioner to give the said notice to the said
County Commissioners at least ten days before their meeting
to make the annual levy, and the said Road Commissioner
shall keep an account showing the number, date and amount
and to whom payable of each order drawn by him on the
Treasurer of the county and all orders so drawn by him shall
be paid by the Treasurer when presented out of any money
he may have in hand for the purpose, not exceeding, however,
the amount levied for road purposes. And the said Road Com-
missioner at the close of the year for which he was appointed,
shall furnish to the County Commissioners a full and complete
account showing all money received by him and the manner in
which the same has been by him expended, giving in detail
the persons to whom the same was paid, the amounts so paid
and the purpose for which it was expended, and the County
