Commissioners shall publish the same as they are now- re-
quired to publish the statement of the county expenses.

SEC. 9. And be it further enacted, That no public road shall
be opened or altered in Calvert County except by and with the
approval of the Road Commissioner who is hereby empowered
and authorized to sit with the County Commissioners at the
hearing of all applications for the opening or altering of the
public roads.

SEC. 10. And be it further enacted. That whenever any
number of taxpayers desire any special road built or repaired
and will make application to the Board of County Commis-
sioners of Calvert County for same and tender a certain sum
of money or security for the same to the County Commissioners
then the Board of County Commissioners are hereby authorized
to provide for an equal amount to be applied together with the
amount so tendered by said persons to the building or repair-
ing of said road; provided that the said persons so applying
shall appoint one person and the County Commissioners one
person under whose direction and management the said road
shall be built or repaired, and the County Commissioners shall
pay all orders for work done and materials furnished on or
for the aforesaid road, when said orders are endorsed by the
two persons appointed as aforesaid; provided the amount paid
out shall not exceed the amount provided for hereinbefore.

SEC. 11. And be it further enacted, That said Road Com-
missioner shall at all times when work is being done on the
public roads attend such work and direct the construction of
same, provided that when more than one road is being repaired
or built he shall divide his time to such work as in his judg-
ment he deems best and shall further keep a daily record of
the number of men actually at work, time they work, material
used, teams used, with time each team is actually working so
far as it shall be practical to do.

SEC. 12. And be it further enacted, That this Act is hereby
declared to be an emergency law necessary for the immediate
preservation of the public safety, and being passed upon a
yea and nay vote supported by three-fifths of all the members
elected to ea.ch of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.
