for a reasonable time in their discretion for the construction
and completion of said work, which proposals shall be in sealed
envelopes in care of the County Treasurer of Caroline County
addressed to said Committee, and shall be publicly opened on
the day and hour named in said advertisement, and which
proposals shall set forth the amount of money for which parties
proposing will construct and complete the building, including
heating apparatus, according to the specifications and at the
time or times at which payments therefor shall be made and
the time when said building shall be completed; and the said
Building Committee shall award the contract to the lowest
responsible bidder, reserving to the said Building Committee
the right to reject any and all bids; and the bidder who shall
be awarded the contract shall give bond to the State of Mary-
land in such sum as said Committee shall determine, condi-
tioned for the faithful performance of the contract entered
into, which bond shall be liable at the suit of the County
Commissioners of Caroline County for the violation of its
conditions. This section is intended and does hereby authorize
the said Building Committee to employ an architect in their
discretion, and also to construct and complete said building
and work in a way and manner in their discretion in case all
bids are rejected.

SEC. 5. And be it further enacted, That all contracts entered
into by the said Building Committee shall he legal and binding
upon the County Commissioners of Caroline County as if the
said contract had been entered into by the County Commis-
sioners of Caroline County.

SEC. 6. And be it further enacted, That the aforesaid bonds
shall be in denominations of $100.00, $500.00 or $1,000.00 each,
as may seem most advisable to the sajd County Commissioners
of Caroline County, and that said bonds shall be so issued
that a series of said bonds to the amount of $10,000.00 shall
mature and become payable on the first day of January. 1926.
and a like series to the amount of $10,000.00 (the last series to
be of such an amount up to $10,000.00 as shall complete the
loan) on the first day of January in each and every year
thereafter until all of said bonds have been redeemed.

SEC. 7. And be it further enacted, That the County Com-
missioners of Caroline County shall annually cause to be levied
and collected from the assessable property in Caroline County
