High School building, and location of other new public school
buildings, and repairing, renovating, or enlarging old public
school buildings throughout Dorchester County, as provided
in this Act, shall be under the charge, control and supervision
of a commission of five men, two of whom shall be from the
minority party and who shall be citizens of Dorchester
County; who shall be appointed by the County Commissioners
of Dorchester County; who shall have the power to fill all
vacancies in said Commission, caused by removal, resignation,
or any other causes; said appointments to be made on or be-
fore the first day of July, 1920; said Commission to formally
organize within ten days after their said appointment, and
who are to be provided by the Board of Education of Dor-
chester County with such funds as may be necessary to employ
clerical assistance and for such expenses as said Board of
Education of Dorchester County shall deem necessary to the
proper and proficient performance of the duties of the said
Commission; said Commission shall have authority under this
Act to purchase land for the site of a new public High School
building in the town of Cambridge, and to purchase other
land, if deemed advisable, for the sites of other new school
buildings throughout Dorchester County; and to adopt plans
and make contracts for the erection of said new public school
buildings, or repairing, renovating, or enlarging old public
school buildings, provided that all such plans and contracts
shall have the approval of the Board of Education of Dor-
chester County, before being legally effective and binding, and
provided, further, that all land purchased for the site or sites
of such new public school building or buildings, shall be
granted and conveyed in fee simple to the Board of Education
of Dorchester County.

SEC. 5. And be it further enacted, That the said Commis-
sion shall for any work of repairing or constructing any such
school building or buildings, put out on contract, require the
successful bidder or the contractor to whom the work is
awarded to execute a contract in writing for the faithful per-
formance of his work whenever the amount of the proposed
expenditure amounts to or exceed the sum of five hundred
dollars, and in the said contract the said contractor shall
agree, as part of his contract, to pay for all materials used in
the construction of the same, and shall give bond for the faith-
ful performance of said contract, including the payment for
