CHAPTER 281.

AN ACT to repeal Section 184-A 10 of Article 1 of the Code
of Public Local Laws of the State of Maryland, title
"Allegany County," sub-title "Midland," as enacted by
Chapter 629 of the Acts of the General Assembly of
Maryland, 1908, and to re-enact the same with amend-
ments giving the Mayor and Council of Midland power to
license, tax and regulate sales, stores, shops, trades, busi-
ness and professions and broadening the power of the
Mayor and Council of Midland as to streets and public
places and as to the protection of the peace, lives, health
and property of persons within the corporate limits.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 184-A 10 of Article 1 of the Code of Pub-
lic Local Laws of the State of Maryland, title "Allegany
County," sub-title "Midland," as the same was enacted by
Chapter 629 of the Acts of the General Assembly of Mary-
land of 1908, be, and the same is hereby repealed and re-
enacted so as to read as follows:

SEC. 184-A 10: The Mayor and Council of Midland shall
have power to pass all ordinances necessary for the welfare
and good government of the town; to prevent, remove and
abate all nuisances or obstructions in or on the streets, high-
ways, lanes, or other public places in said town and to pre-
vent, remove and abate all nuisances of whatsoever kind and
wheresoever situated within the corporate limits of said town ;
to make reasonable regulations in regard to buildings erected
in said town and to require and grant building permits for
the same; to establish quarantine regulations and to authorize
the removal or confinement of persons having infections or
contagious diseases; to regulate or prohibit the ringing of
bells, sounding of whistles, or any other loud or unseemly
noises; to regulate or prevent the storage of gunpowder,
dynamite, gasoline, or any other explosive or combustible
material; to pass all ordinances which may be necessary to
maintain peace and order within the town; to make and es-
tablish and re-establish grades upon the highways and streets
of the town, to cause sidewalks, curbings and gutters, streets
and alleys to be made, graded, paved, repaired or improved
at the cost and expense of the abutting property owners, or to
grade, pave, lay, repair and improve streets, sidewalks, curbs
