and gutters and to collect the cost of the same from abutting
property owners by suit at law or by bill in equity, or other-
wise, and in such case the Mayor and Council shall be en-
titled to recover the said cost and expense from the said abut-
ting property owners in a civil suit at law, or by a bill in
equity, and said cost and expense is hereby made a lien upon
the abutting property; to cause the water courses, ditches,
drains and sewers of the town to be kept in repair and
cleansed; to establish such sewers in the town as the said
Mayor and Council may deem necessary and to compel the
owners of property adjoining the same, or for the benefit of
which any sewer may be laid, to connect with and tap the
same and to charge a reasonable sum for such connection and
tappage; to regulate the making of private connections with
sewers, gas and water pipes, and to compel the owners of
property to bring such connections inside the curb of streets
before permanent improvement of said streets are made, and
in default of the owner of such property making any such con-
nection and tappage, the Mayor and Council is hereby au-
thorized to do the work at the owner's expense and to collect
the same by suit at law, and such expense shall also be a Hen
upon the property in favor of the Mayor and Council, which
lien may be enforced against the property by a bill in equity
for the sale of the property to pay the said lien; to regulate
sales upon the streets, alleys and public places of the town,
and to license, tax and regulate public hackmen. draymen,
omnibus drivers, carters, cabmen, wagons, sleds, automobiles,
motor trucks, and all other vehicles using the streets of the
town and their drivers or owners; to license, tax. and regulate
porters, expressmen, haulers, bill posters and bill distributors
and all other persons pursuing like occupations and to pre-
scribe their compensation; to license, tax and regulate ped-
dlers, hawkers and venders of merchandise or any patent
medicines; to license, tax and regulate pool and billiard rooms,
bowling alleys, moving picture shows, opera houses, dance
halls, theatres, and all places of public amusement, and all
traveling circuses and shows of every description -, to license,
tax and regulate retail and wholesale stores, butcher shops,
restaurants, shoe repair shops, club rooms, barber shops,
hotels, ice cream parlors, pool rooms, banking houses, or banks,
drug stores, news stands, millinery shops, shooting galleries,
garages, gasoline stations, doctors, dentists, skating rinks,
