SECTION 1. Be it enacted by the General Assembly of Mary-
land, That ten new sections be and the same are hereby added
to Article 17 of the Code of Public Local Laws of Maryland,
title "Prince George's County," to follow immediately after
Section 512 of the Code of Local Laws of Prince George's
County, 1912, to be designated as Sections 512A, 512B, 512C,
512D, 512E, 512F, 512G, 512H, 5121, 512J, and to read as to
said sections respectively as follows:

512A. There shall be a Prince George's County Racing
Commission and the same is hereby created and established.

It shall consist of three (3) members all of whom shall be
appointed by the Governor, not more than two of whom shall
belong to the same political party, and one of whom shall be
designated by the Governor to be the Chairman of said Com-
mission. Each Commissioner at the time of his appointment
and qualification shall be a resident and qualified voter of
Prince George's County, Maryland.

Each of said Commissioners shall hold office for a term of
four (4) years from the date of his appointment and until
his successor is appointed and shall qualify.

Each of said Commissioners shall receive a salary of one
thousand ($1,000) dollars per year, to be paid out of the
license funds hereinafter provided for.

Vacancies in said Commission shall be filled by the Gov-
ernor for the unexpired term.

512B. The said Commission shall have jurisdiction over all
meetings for the conduct of Horse Racing and betting thereon
in Prince George's County, Maryland.

They shall have power to grant licenses as hereinafter set
out, and such licenses shall be subject to suspension or revo-
cation for any cause which they may, in their discretion, deem
sufficient.

If any license is suspended or revoked, said Commission
shall cause an entry of its reason for such action to be made
in its minute book. The action of the Commission in grant-
ing, suspending or revoking any licenses shall be subject to
review by Bill in Equity filed in the Circuit Court for Prince
George's County, with a further right of appeal to the Court
of Appeals of Maryland.

The action of the Commission shall stand unless and until
reversed by the Court.
