SEC. 2. Be it enacted by the General Assembly of Mary-
land, That for the purpose of carrying out the additional ob-
ligations which may be incurred under the provisions of the
aforegoing section, the said County Commissioners of Wash-
ington County be, and they are hereby authorized, and di-
rected, in their discretion, to levy and collect annually, in
perpetuity on the assessable property of the county, a sum
of money sufficient to meet the obligation to be .incurred by
the said County Commissioners of "Washington County, under
the provisions of the aforegoing section.
SEC. 3. And be it further enacted by the General Assem-
bly of Maryland, That this Act shall take effect from June 1,
1920.

CHAPTER 221.
AN ACT authorizing and directing the Mayor and Council
of Hagerstown, in Washington County, Maryland, in
their discretion, to levy and collect, annually, in per-
petuity, a sum of money in aid of the maintenance of the
Washington County Free Library, and in addition to
the sum now authorized to be levied and collected for
that purpose.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor and Council of Hagerstown, in Wash-
ington County, Maryland, be and they are hereby authorized
in their discretion, to enter into a contract with the Washing-
.ton County Free Library whereby they shall contract to con-
tribute, annually, in perpetuity, the sum of one thousand dol-
lars for the care and maintenance of the said The Washington
County Free Library, in addition to the amount heretofore
authorized to be contributed.
SEC. 2. Be it enacted by the General Assembly of Mary-
land, That for the purpose of carrying out the additional
obligations, which may be incurred under the provisions of
the aforegoing section, the said, the Mayor and Council of
Hagerstown, in Washington County in the State of Maryland,
be and they are hereby authorized and directed, in their dis-
cretion, to levy and collect, annually, in perpetuity, on the
