chased under the provisions of Chapter 29 of the Acts of
Maryland, 1916, not needed in the opinion of the said Sewer-
age Commission for sewerage and drainage purposes for the
City of Hagerstown, and the Mayor and Council is hereby
authorized, empowered and directed to execute and deliver a
good and sufficient deed conveying said property, so sold, to
the purchaser or purchasers, in fee simple, upon request of
said Sewerage Commission, but none of said property or real
estate so purchased shall be sold without the approval and
consent of the Mayor and Council of Hagerstown first being
had. The money arising from said sale of land and prop-
erty to be paid over to the Tax Collector of Hagerstown to
the "NEW SEWERAGE SYSTEM FUND," and to be paid
out by him on warrants signed by the chairman of the Sewer-
age Commission, attested by.its secretary and only for the
purposes set forth in Chapter 29 of .the Acts of the General
Assembly of Maryland passed at its January Session, 1916,
and any subsequent Acts of said General Assembly pertaining
thereto.
SECTION 2. And be it further enacted, That this Act shall
take effect from the date of its passage, it being hereby de-
clared to be an emergency law and necessary for the immedi-
ate preservation of the public health and safety.

CHAPTER 15.
AN ACT to compel the Board of County Commissioners and
the Board of School Commissioners of Garrett County in
the State of Maryland, to publish an itemized statement
of all receipts and all expenditures of their respective
boards and offices at the end of each fiscal year, sworn to
by the respective presidents of said boards and providing
penalties for the violation of the same.
SECTION 1. Be it enacted by the General Assembly of the
State of Maryland, That the Board of County Commissioners
of Garrett County and the Board of School Commissioners,
respectively, of Garrett County in said State, are hereby com-
pelled to publish an itemized statement of all receipts from all
sources and the expenditure of their respective boards sworn
