then the surplus shall be apportioned among said three sec-
tions of road; and there shall be no obligation on the part of
the purchasers of the said bonds to see to the application of
the proceeds of said bonds in accordance with the terms of this
Act. And the County Commissioners of Allegany County
shall from year to year levy on all the assessable property in
Allegany County such taxes as may be necessary to provide
for the redemption of said bonds and the payment of the
interest thereon.

SECTION 2. It shall be the duty of the County Commission-
ers to sell such of said bonds as the Road Directors may from
time to time require within thirty days' notice from said -Road
Directors, and the said County Commissioners shall advertise
the same by advertisement inserted in two daily newspapers
published in Allegany County, once in each of two successive
weeks, all bids to be sealed, with the right to the said Board
of County Commissioners to reject any or all bids.

SECTION 3. The said roads or sections of road as aforesaid
shall be improved under the direction and supervision of the
Road Engineer for Allegany County.

SECTION 4. And be it enacted, That this Act is an emerg-
ency measure necessary for the health and safety for the citi-
zens of Allegany County, and three-fifths (3/5) of the mem-
bers of the two houses of the General Assembly concurring
therein, it shall take effect from the date of its passage.

CHAPTER 14.
AN ACT to amend Section 3 of Chapter 29 of an Act of the
General Assembly of Maryland passed at its January
Session, 1916, providing for the establishing of a sewer-
age system and sewerage disposal plant for the City of
Hagerstown, Washington County, Maryland, providing
for sale of lands not necessary for sewerage purposes.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 3 of Chapter 29 of the Acts of the General
Assembly of Maryland passed at its January Session, 1916, be,
and the same is hereby amended so as to read as follows:
