SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Allegany County
are authorized and directed to issue their bonds and sell the
same at such times and in such amounts as they may be called
upon by the Road Directors of Allegany County so to do,
until the whole amount of one hundred and forty-five -thou-
sand ($145,000) dollars of bonds have been issued and sold,
said bonds to be coupon bonds in such denominations as the
County Commissioners of Allegany County may determine to
be signed by the President of the County Commissioners of
Allegany County, countersigned by the Clerk of the County
Commissioners of Allegany County, under the corporate seal
of said County Commissioners, twenty thousand ($20,000)
dollars of said funds to become due and payable on or before
the 1st day of May, 1921, twenty-five thousand ($25,000) dol-
lars of said bonds to become due and payable on or before
the first day of May, 1922, twenty-five thousand ($25,000) dol-
lars of said bonds to become due and payable on or before the
first day of May, 1923, twenty-five thousand ($25,000) dol-
lars of said bonds to become due and payable on or before the
first day of May, 1924, twenty-five thousand ($25,000) dol-
lars of said bonds to become due and payable on or before the
first day of May, 1925. and twenty-five thousand ($25,000)
dollars of said bonds to become due and payable on or before
the first day of May, 1926. and to bear interest at a rate not
to exceed 5% per annum, payable semi-annually; one hundred
thousand ($100.000) dollars of the proceeds of said bonds to
be levied by the County Commissioners of Allegany County,
to the Road Directors for Allegany County, to be expended
by said Road Directors on the improvement of the Legislative
Road extending from the town of Frostburg to the town of
Westernport, in Allegany County; twenty thousand ($20.000)
dollars of the proceeds of said bonds to be expended in the
improvement of the public road in Allegany County, extend-
ing from the town of Lonaconing, westwardly to the Garrett
County line, twenty-five thousand ($25,000) dollars of the
proceeds of said bonds to be expended in the improvement of
the Legislative Road in Allegany County, extending from the
village of Morgantown to the village of Zihlman in Allegany
County. If said bonds be sold at less than par then the deficit
shall be charged proportionately against the said three sec-
tions of road, and if said bonds be sold for more than par,
