CHAPTER 13.
AN ACT authorizing and directing the County Commission-
ers of Allegany County to issue bonds to the amount of
one hundred and forty-five thousand ($145,000) dollars,
payable twenty thousand ($20,000) dollars May 1st, 1921,
twenty-five thousand ($25,000) dollars May 1st, 1922,
twenty-five thousand ($25,000) dollars May 1st, 1923,
twenty-five thousand ($25,000) dollars May 1st, 1924,
twenty-five thousand ($25,000) dollars May 1st, 1925,
and twenty-five thousand ($25,000) dollars May 1st,
1926, for the purpose of providing for the improvement
and construction of three sections of public road in Alle-
gany County.
WHEREAS, The County Commissioners of Allegany County
have heretofore levied for, and the Road Directors for Alle-
gany County have heretofore improved under the "Shoemaker
Road Law," the Legislative Road in Allegany County, ex-
tending from Frostburg to Westernport in Allegany County,
and the said road on account of the lack of funds at the dis-
posal of the said Road Directors is badly in need of repairs,
and that when properly repaired and Improved the said road
shall have its maintenance taken care of by the State Road
Commission of Maryland, and
WHEREAS, There has for many years existed great public
necessity for improvement of the public road extending from
the town of Lonaconing, in Allegany County, westward to the
Garrett County line, and
WHEREAS, That part of the Legislative Road extending
from its junction with the pike near Cumberland to the cor-
porate limits of Frostburg has been improved under the
"Shoemaker Road Law," except for that part of said road
between Morgantown and Zihlman, in Allegany County, and
WHEREAS, The general road funds levied from year to year
by the County Commissioners of Allegany County, to the
Road Directors for Allegany County are inadequate for the
requirements of all of the aforesaid roads, without wholly
neglecting the many other hundreds of miles of dirt roads in
said county, and it has been estimated that one hundred and
forty-five thousand ($145,000) dollars is required for the im-
provements of the aforesaid roads; now, therefore.
