by Chapter 340 of the Acts passed at January Session, 1912,
to read as follows:
SEC. 6. And be it enacted, That the Central Savings Bank
of Baltimore shall be capable of receiving from any person or
persons, or bodies corporate or politic, any deposit of money
which shall be invested or loaned out on good security in the
discretion pf the directors; provided, no part of the funds of
said corporation shall be loaned to any officer, director or
employee of said corporation. It shall be the duty of the
directors, at least once in every year, to make and declare
such dividends of the interest and profits of said institutions-
as will not impair the deposits thereof, or otherwise injure
of affect the interest or credit of said institution, and no di-
rector or other officer shall be liable in his person or property
for any debts, contracts or engagements of the said corpora-
tion, but the money, property, rights and credits of said cor-
poration and nothing more shall be liable for the same.
SEC. IV. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of the public safety, and being passed'
upon a yea and nay vote, supported by three-fifths of all the
members elected to each of the two Houses of the General
Assembly the same shall take effect from the date of its pass-
age.

CHAPTER 184.
AN ACT to create the Central Purchasing Bureau, and pre-
scribing its duties and powers; and to repeal Sections 1,
2, 3, 4, 5 and 6 of Article 78 of the Annotated Code of
Maryland, title "Public Printer," and to repeal certain
provisions of Article 78A of the Annotated Code of Mary-
land, title "Public Works, Board of," all relating to the
purchase of Materials and Supplies, and contracts there-
for.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That there is hereby created the Central Purchasing
Bureau, the members of which shall be the Governor, who shall
be Chairman; the Secretary of State, the Comptroller of the
