both offices of Secretary and President, and each member shall
serve for one year or until the appointment and qualification
of his successor.

The Commissioners of Oxford shall fix all salaries of the
members of said Electric Commission and of the Treasurer
thereof.

Each member of the said Electric Commission shall give
bond to the Commissioners of Oxford in the penalty of five
hundred ($500) dollars for the faithful compliance with the
provisions of this Act. And the Treasurer of said Commis-
sion shall give bond for the faithful performance of his duties
in such penalty as the Commissioners of Oxford shall require,
and upon completion of the work for which the Commission
shall have been appointed, shall turn over all moneys, books
and papers belonging to his office to the Commissioners of
Oxford.

All expenses incurred in connection with the construction
of said Electric Heat and Power Plant, including meters and
service wiring, the costs of the fidelity bonds, and the cost of
the printing of the bonds to be issued under this Act shall
be paid out of the said fund, and no part of this fund shall be
used for any other purpose than to pay the costs incident to
the carrying out of the provisions of this Act, or for the opera-
ation of said plant.

SECTION 7. That upon completion of said Electric Plant
and appurtenances, the powers and duties of the Oxford Elec-
tric Commission shall cease, and any portion of the fund
created by this Act remaining in its hands shall be turned
over to the Commissioners of Oxford or to the Utilities Com-
mission which is hereinafter provided for to operate and con-
trol said plant, to be used for operating expenses, and if not
required for that purpose, shall be applied by the Commission-
ers of Oxford to the payment of the interest on the bonds is-
sued by virtue of this Act.

SECTION 8. That in case of a vacancy in the Oxford Elec-
tric Commission from any cause the Commissioners of Oxford
shall fill said vacancy, and the said Commissioners of Oxford
shall have power to remove at any time any member of said
Electric Commission.

SECTION 9. That said Oxford Electric Commission shall
meet at least once each week and oftener if desirable and shall
keep an accurate account of its proceedings and show all re-
