eeipts and disbursements, and shall report to the Commission-
ers of Oxford with an itemized, statement once in every month,
and ofteher if demanded by said Commissioners of Oxford.
SECTION 10. That for the purpose of carrying out this
Act the right to use the streets, avenues, lanes, alleys and
ways of the town of Oxford is hereby granted to said Oxford
Electric Commission.
SECTION 11. Each member of said Oxford Electric Com-
mission, before he begins to act as such, shall take the oath
of office such as is required of officers of said town of Ox-
ford.
SECTION 12. Upon completion of said Electric Plant, and
within ten days thereafter, the Commissioners of Oxford shall
appoint three (3) residents and taxpayers of the town of
Oxford who together with the President of the Commissioners
of Oxford shall constitute the Oxford Utilities Commission,
the members of said Commission so appointed shall serve for
the term of one, two and three years, respectively from the
date of their appointment, and the term for which each mem-
ber of said Commission shall be appointed shall be named by
said Commissioners of Oxford, and each member shall con-
tinue to hold office until his successor shall be appointed.
Their successors shall be appointed one every year during the
month preceding the expiration of his term, and the term of
his successor shall begin on the first day of the month suc-
ceeding his appointment, and shall continue for the period
of three years; but if a vacancy shall occur at any time by
reason of death, resignation, removal from office or otherwise;
the vacancy shall be filled by the said Commissioners of Ox-
ford by the appointment of a suitable person to serve for the
remainder of the term of the member by whose death, resig-
nation or removal from office the vacancy occurred.
The said Utilities Commission so appointed shall have full
charge of the operation, management and maintenance of the
said plant, including the power to make contracts in the name
of the Commissioners of Oxford, to sue in the name of the
Commissioners of Oxford for the collection of any and all
indebtedness which may be due said Utilities Commission or
for the performance of contracts made with said Commission
to purchase material, employ all such assistants (skilled or
unskilled) and labor as may be necessary for the proper
performance of the duties of said Commission and to fix their
