that, on the ballot at the regular municipal election aforesaid,
there shall he. printed the words "For water rent to become
liens on property served," with a blank square opposite at the
right, and the words "Against water rent to become liens
on property served," ith a blank square opposite at the
right, and all voters desiring to vote for the provisions of this
Act shall place an X mark in the square opposite the words
"For water rents to become liens on property served." and
all voters desiring to vote against the provisions of this Act
shall, place an X mark opposite the words "Against water
rents to become liens on property served." If at the regular
municipal election, held under the provisions of this Act,
a greater number of said qualified voters shall vote "For
water rents to become liens on property served," than shall
vote "Against water rents to become liens on property
served," then the provisions of this Act shall immediately
go into effect. In case a greater number of said qualified
voters at said election held under the provisions hereof shall
vote "Against water rents to become Hens on the property
served." than "For water rents to become liens on property
served." then, and in that event, this Act shall become null
and void and of no effect, and the law as now in the Charter
of Hagerstown, Maryland, shall remain in full force and
effect.

SECTION 8. That if any claim for service of water, or water
rent, shall remain in arrears against any consumer for a
period of thirty days, or in case any consumer shall violate
any of the rules and regulations relating to said Water Plant,
which may be passed by the said Mayor and Council, the
"Board of Water Commissioners" shall have the right to cut
off the supply of water from said consumer, after notice, and
the said water rents and charges, established as provided in
Section 3 of said Chapter 58 of said Acts of Assembly. 1918,
shall become, and are hereby declared to be, liens on the
property in which the said water is used, whether within or
without the corporate limits of Hagerstown and be collected
by the same process as City or County taxes are collected, or
they may be collected by process before a Justice of the Peace
or in the Circuit Court for Washington County as in juris-
diction in such cases, but the said liens hereby created shall
not affect the title of any real or leasehold estate until the
said "Board of Water Commissioners" shall enter the amount
