certain by appropriate investigation the qualifications of all
candidates for appointment or promotion in the Fire Depart-
ment of Baltimore County and to furnish upon request to the
County Commissioners of Baltimore County lists of those who
they shall deem qualified for appointment, or promotion ar-
ranged in the order of their respective qualifications as dis-
closed by such examination and from such list of appoint-
ments promotions shall be made by the said Board of County
Commissioners of Baltimore County except appointment to
the position of Chief Engineer, provided however they shall
not place upon such list the name of any person who shall be
less than twenty-one years or more than forty years of age,
and said examination shall be conducted by and under definite
rules to be adopted by said examining board from time to
time and when so adopted to be recorded among the records
of the office of the County Commissioners of Baltimore County
before the holding of every examination to which they shall
be made applicable.

212B. That the name of no person appointed or pro-
moted to any position in the Fire Department of Baltimore
County after the creation of said Board of Examiners shall be
placed upon the pay roll of said Fire Department until he
shall have first filed with the County Commissioners of Balti-
more County a certificate of said Examining Board that his
promotion or appointment has been made in conformity with
the provisions of this Act.

212C. That the President of the Board of County Com-
missioners of Baltimore County shall be the President of
said Examining Board and the Chief Clerk and Auditor of
the County Commissioners of Baltimore County shall act as
Secretary to said Board and shall keep a full and correct rec-
ord of its proceedings and of the lists prepared by it, which
shall be open to public inspection and perform such other
duties as may be required of him by said Board of Exam-
iners.

212D. That each of said members of said Examining
Board shall in addition to the oath appertaining to their
respective office take the further oath or affirmation that in
examining candidates for promotion or appointment they
shall not be affected by any influence or consideration except
the physical, moral and mental considerations of the persons
examined.
