said village, providing twenty-five or more persons own-
ing taxable real estate in said village shall petition there-
for.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Baltimore County,
when petitioned to do so, as hereinafter provided for, are
hereby authorized, directed and required to make a special an-
nual levy to the amount petitioned for each year at the time
of making the annual tax levy for the year ] 920, and for each
succeeding year, unless an opposing petition thereto is filed, as
hereinafter provided for; that said special annual levy shall
be collected as other taxes are collected, and is not to exceed
the sum of twenty cents on each one hundred dollars of the
whole assessable property situated and located within the lim-
its of the village of Reisterstown, Baltimore County, which for
the purpose of this Act, are thus described, to wit: A strip
one thousand feet in width measured five hundred feet on
each side of the center line of the Baltimore and Reisterstown
Turnpike between Woodley avenue on the south and at the
intersection of the Westminster and Hanover Turnpikes on
the north.

SEC. 2. And be it further enacted, That the said special
taxes, when so collected, are to be paid over to the Treasurer
and Collector of Baltimore County, to be used exclusive for
the laying of sidewalks, curbs, gutters and sewers and other
improvements in said Village of Reisterstown; that the total,
of all such improvements undertaken for any one year, is not
to exceed the amount of annual special levy; that all such im-
provements are to be made on the written application ordered
by the Men's Club of Reisterstown to the Board of County
Commissioners of Baltimore County; that all contracts,
amounting to over fifty dollars are to be let on a competitive
basis, to the lowest responsible bidder, and executed according
to the grades and specifications, and under the supervision of
the Chief Engineer of the State Roads Commission of Mary-
land, provided that the levy herein provided for, shall be
made of twenty-five or more taxpayers, residents of said Vil-
lage of Reisterstown, as herein described, shall petition the
Board of County Commissioners asking for such special levy
to be made.

SEC. 3. And be it further enacted, That whenever such peti-
tion is filed, the Board of County Commissioners shall give
