WHEREAS, These various Boards, Commissions and Depart-
ments are now occupying- divers buildings in the said City
of Baltimore, the rental price of their respective offices adding
greatly to the over-head expenses of said Boards, Commissions
and Departments, and thereby being burdensome to the tax-
payers of the State; and

WHEREAS, It would greatly lessen the cost of maintenance
of these several Boards, Commissions and Departments, as well
as serve a great convenience to the public, if the State of Mary-
land would lease or erect a building in the said City of Balti-
more, which would provide adequate office room for the vari-
ous departments of the State Government whose duties war-
rant that their offices be maintained in the said city: therefore

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Governor of this State be, and he is hereby
authorized to appoint a commission to be known as the "State
Office Building Commission," to consist of five members, of
which, he, the Governor, shall be a member, whose duties it
shall be to make a thorough investigation as to the feasibility
of leasing or erecting in the City of Baltimore a building to be
known as the "State Office Building," which will provide ade-
quate office room for the various departments of the State Gov-
ernment whose duties require the maintenance of their re-
spective offices in the City of Baltimore; and to report to the
next session of the Maryland Legislature the result of its in-
vestigation, including an estimate of the approximate cost of
erecting such a building and such recommendations as it may
see fit to make, to the end that such legislation may be enacted
as may be necessary to carry out the purposes of this Act.

SEC. 2. And be it further enacted, That this Act shall take
effect the 1st day of June, 1920.

CHAPTER 150.

AN ACT to authorize and require the County Commissioners
of Baltimore County to make a special levy of not. more
than twenty cents on each one hundred dollars of assess-
able real estate in the village of Reisterstown, to be used
for the laying of sidewalks, curbs, gutters and sewers in
