except by a majority vote of said County Commissioners.
All claims allowed and passed as aforesaid shall be marked
"approved" by the President and chief clerk and Auditor
of said County Commissioners and when so approved an order
for the amount of the same shall be drawn on the County
Treasurer, who shall pay said amount out of the proper
funds.
474. Said Commissioners shall not expend or contract to
expend in any one year more money than shall have been
provided by levy or otherwise for road and bridge expenses
during such year, and shall incur no debts not payable out of
the funds derived from such levy or other sources; and said
Commissioners shall not order to be paid from any district
road fund or from the General Road and Bridge Fund of the
county any sum in excess of any of said funds, mid to this
end the chief clerk and auditor of said Commissioners shall
compile and place before the Commissioners at each regular
meeting a detailed statement of the amounts expended from
each fund since the beginning of the fiscal road year, which,
for the purposes of this Act, shall be January first of each
year, and the amount to the credit of the general and each of
the district road funds on the basis of the entire levy for such
purposes for such year. A copy of each of said detailed
statements at the time of delivery to the County Commission-
ers shall lie left in the office of the Roads Engineer.
SEC. 2. And be it further enacted, That Sections 461, 464,
466, 467 and 473 of Article 3 of the Code of Public Local
Laws of Maryland, title "Baltimore County," as compiled by
T. Scott Offutt and published by the County Commissioners
of Baltimore County (1915), sub-title "Roads and Streets,"
be and the same are hereby repealed.
SEC. 3. And be it further enacted, That nothing contained
in this Act shall in any manner repeal, nullify or abrogate
any act, ordinance, rule, regulation or system relating to the
public county roads and bridges of Baltimore County, done,
promulgated or adopted by the County Commissioners of
Baltimore County and not inconsistent herewith and all acts,
rules, regulations and systems of said County Commissioners.
in relation to such roads and bridges are hereby affirmed and
approved except in so far as they may be inconsistent here-
with and all acts, ordinances, rules and regulations of said
