being passed by a yea and nay vote, supported by three-
fifths of the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.

CHAPTER 4.
AN ACT to repeal and re-enact with amendments, Sections
456/457, 458, 463, 465, 468, 469, 470, 471, 472 and 474
of Article 3 of the Code of Public Local Laws of Mary-
land, title "Baltimore County," sub-title "R-oads and
Streets," as compiled by T. Scott Offutt and published
by the County Commissioners of Baltimore County
(1915), as amended by Chapter 484 of the Acts of the
General Assembly of Maryland, 1918. and to repeal Sec-
tions 461, 464, 466, 467 and 473 of said sub-title, pro-
viding a new system of road and bridge construction, im-
provement and repair in Baltimore County, and confer-
ring additional powers and duties on the Baltimore
County Roads Engineer in connection therewith, and
increasing the maximum levy for road purposes in said
county.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 456, 457, 458, 463, 465, 468, 469, 470, 471,
472 and 474 of the Code of Public Local Laws of Maryland,
title "Baltimore County," sub-title "Roads and Streets," as
compiled by T. Scott Offutt and published by the County
Commissioners of Baltimore County (1915), as amended by
Chapter 484 of the Acts of the General Assembly of Mary-
land, 1918, be and the same are hereby repealed and re-
enacted with amendments so as to read as follows:
456. The County Commissioners of Baltimore County, in
addition to their other powers and duties under the law, shall
have full charge and control over all the county roads, streets,
alleys, highways said bridges and all matters pertaining there-
to, as in the succeeding sections hereof mentioned.
457. Said County Commissioners shall meet on Tuesday,
Wednesday and Thursday in each week at the office of the
