cast "Against School Bonds" then this Act shall be of no
effect and no bonds shall be issued thereunder.
SEC. 8. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of public safety, and being passed upon
a yea and nay vote supported by three-fifths of all 'the mem-
bers elected to each of the two Houses of the General Assem-
bly, the same shall take effect from the date of its passage.

CHAPTER 81.
AN ACT authorizing and requiring the County Commissioners
of Charles County to levy a sum of money to build a new
schoolhouse at or near Benedict, in Charles County.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Charles County be
and they are hereby authorized and required to levy the sum
of one thousand ($1,000.00) dollars at their next annual levy,
for the purpose of building a new schoolhouse for colored
children, at or near Benedict, in Charles County. The said
money to be paid to the School Commissioners of Charles
County, for the aforesaid purpose on or before the first day
of August, 1920.
SECTION 2. And be it further enacted, That this Act shall
take effect June 1, 1920.

CHAPTER 82.
AN ACT to authorize the Road Directors of Allegany County,
Maryland, to employ the clerk to the County Commis-
sioners of Allegany County, Maryland, as Clerk to said
Road Directors, and to pay to him the money which Sec.
216E of Chapter 83 of the Acts of 1910 empowered said
Road Directors to expend for clerk hire.
