and there shall be printed on-each ballot the words "For
County School Bonds" and "Against County School Bonds,"
the same to be printed on the ballots so as to give the voter
an opportunity to designate by a cross (X) in a square or
box opposite the above-mentioned words his answer to such
question. If a majority of those voting on the question at
said election shall be in favor of issuing the above-mentioned
bonds, then this Act shall immediately become effective, but
if a majority of those voting on the question shall be against
the issuance of said bonds, this Act shall be of no effect and
the said bonds shall not be issued.

SEC. 9. And be it further enacted, That this Act shall take
effect June 1, 1920.

CHAPTER 586.

AN ACT to add a new section to Article 91 of the Annotated
Code of Maryland, title, "Surveyor and State Survey,"
sub-title, "Public Roads," to be known as Section 82S,
in order to provide plans for the permanent improvement
of county roads under the jurisdiction of the County Com-
missioners of the respective counties in which said county
roads may be located. The object of this Act being to
provide plans, and the necessary executive machinery,
for the future development of the county road systems
of Maryland.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section, to be known as Section 82S, be
added to Article 91 of the Annotated Code of Maryland, title,
"Surveyor and State Survey," sub-title, "Public Roads," to
read as follows:

SEC. 82S. Upon the request of the Board of County Com-
missioners of any county the State Roads Commission shall
furnish said board with plans and plats showing how the
county road system of said county may best, be improved as
a concomitant to the State system. Said plan shall suggest
an annual programme of county construction, based upon the
county funds available for construction, and shall further
suggest the types of roads to be built and furnish estimates
of the cost thereof.
