SEC. 8. And be it enacted, That no fine or forfeit-

ure to be imposed by virtue of this act, shall exceed
the sum of twenty dollars for each offence, and all fines
and forfeitures under the ordinances of the said corpo-
ration shall be recoverable as small debts are recovera-
ble out of court, before a justice of the peace, for the

duly and faithfully executed, and he shall in all the
virtue of his office have and exercise within the limits

justice as aforesaid, that he will faithfully and honest-
ly, to the best of his skill and judgment, exercise the

tially, and without favour or resentment to any, and
without delay.

Commissioners aforesaid, shall cause the footway of
said town to be graded so that the citizens who may
wish to pave the same can see where such paving shall

wise, equitable and expedient for the comfort, health,
