of money in order to care for the aforesaid emergencies;
therefore:

1. Be it enacted by the General Assembly of
Maryland, That the Mayor and Aldermen of Frederick is
hereby authorized and empowered to borrow upon the
faith and credit of the corporation of Frederick such sum
or sums of money necessary to provide for the installa-
tion of a new municipal electric lighting system and for
such street and sewer work as the said the Mayor and Al-
dermen of Frederick may consider necessary for the pub-
lic safety, with full power to issue, the promissory note or
notes, obligation or obligations, of the coloration of
Frederick for the amount of money hereby authorized
to be borrowed, or any part thereof; provided, however,
that at no time shall the floating indebtedness of the cor-
poration of Frederick exceed the sum of seventy-five
thousand ($75, 000. 00) dollars.

SEC. 2. And be it further enacted, That this Act shall
not abridge or limit the power of the Mayor and Alder-
men of Frederick to issue and sell bonds upon the faith
and credit of the corporation in such sums and for such
purposes as it shall think proper in excess and in addi-
tion to the said sum of seventy-five thousand ($75, 000. 00)
dollars, as is now of may hereafter be authorized by law
or ordinance.

SEC. 3. And be it further enacted, That all laws or
parts of laws, inconsistent with the provisions of this Act
be and the same are hereby repealed to the extent of such
inconsistency.

SEC. 4. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public safety, and be-
ing passed upon a yea and nay vote supported by three-
fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take ef-
fect from the date of its passage.
