being passed by a yea and nay vote supported by three-
fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 7.
AX ACT to authorize and empower the Mayor and Coun-
cilmen of Frederick to borrow upon the faith and credit
of the corporation of Frederick such sum or sums of
money, not to exceed seventy-five thousand ($75, 000. 00)
dollars, necessary to provide for the installation of a
new municipal electric lighting system and for such
street and sewer work as the said the Mayor and Alder-
men of Frederick may consider necessary for the public
safety.
WHEREAS, It has been found by the Mayor and Alder-
men of Frederick, since the last regular session of the
General Assembly of Maryland, to be an emergency and
necessary for the preservation of the public safety, to
provide for the City of Frederick a new municipal electric
lighting system; and
WHEREAS, The work upon the said electric lighting sys-
tem should be commenced at the earliest possible moment,
and bids have been opened by the said the Mayor and Al-
dermen of Frederick to ascertain the cost of said work,
and it has been found that the said cost will be more than
can be provided from the present funds of the City of
Frederick; and
WHEREAS, It has been found to be an emergency and
necessary for the preservation of the public safety to do
certain street and sewer work in the City of Frederick,
and the said work can not be done with the funds to be de-
rived from the taxes levied for the year nineteen hundred
and twenty and from the other sources of revenue of the
said city; and
WHEREAS, It is necessary, in the opinion of the said the
Mayor and Aldermen of Frederick, to borrow upon the
faith and credit of the corporation of Frederick the sum
