SECTION 4-A. The Mayor and Councilman of Frost-
burg at either their next regular meeting after the
passage of this Act or at a special meeting called by them
for that purpose shall proceed to appoint two men of
opposite political faith and two women of opposite po-
litical faith, all of whom must be residents of said town,
and said persons so elected shall be registration officials
in and for said town for the purposes and time herein-
after specified. At least five days before THE time set
for the special election which is, provided for in Section
Four of Chapter 79 of the Acts of the General Assembly
of Maryland of 1920, said officers shall conduct a regis-
tration at the City Hall for the purpose of registering
any and all persons not already registered who shall be
entitled to the privileges of such registration; said reg-
istration officials shall sit on the three successive days
indicated by the Mayor and Councilmen of Frostburg
and the place of registration shall be open from 9: 00 A.
M. to 6: 00 P. M. on each of said three days, and five
days' notice of such sitting shall be given by posting
handbills in the most public places throughout said town.
Said registration shall be made and corrected in the
manner provided in the General Registration laws of
the State and shall specify the residence of the voters
on each street, lane and alley and such registration
shall be essential to the right of voting at the special
election hereinbefore referred to or at any other further
municipal election held in Frostburg, but shall not be
conclusive evidence of such right to vote. All applicants
for registration must be citizens of the State of Mary-
land of the age of Twenty-one years and resident in the
town of Frostburg for one year and registered or en-
titled to registration as a voter in Allegany County. Any
person registering at the time and in the manner as here-
inbefore set forth, shall not be required to register again
at the annual registration as conducted by the Mayor
and Councilman of Frostburg under Section 168-A of
Chapter 358 of the Acts of the General Assembly of
Maryland of 1896.
SECTION 2. And be it further enacted, That this is
hereby declared to be an emergency law and necessary
for the immediate preservation of the public safety and
