for the sole purpose of revising said registration lists,
and their proceedings shall be in all respects in accord-
ance with the provisions of said Article 33 of the Anno-
tated Code of Maryland, and any person feeling ag-
grieved at a decision of said registers shall have the
right to appeal to the Circuit Court for Anne Arundel
County, and said appeal shall be heard and determined
as provided by said Article 33 of the Annotated Code of
Maryland. At the first registration held under the pro-
visions of this section, the registers shall sit as a board
of registration for the purpose of preparing a new list
of the registered voters of Annapolis, and no person
shall be entitled to vote in any municipal election in the
City of Annapolis unless his name be placed on such
list at such registration or is added subsequently in
conformity with this section.

SECTION 2. And be it further enacted, That this Act
is hereby declared to he an emergency law and necessary
for the immediate preservation of the public health and
safety, and the same being passed upon a yea and nay
vote supported by three-fifths of all the members elected
to each of the two Houses of the General Assembly, shall
take effect from the date of its passage.

CHAPTER 6.

AN ACT to add one new section to Chapter 79 of the
Acts of the General Assembly of Maryland of 1920,
to follow Section Four of said Chapter and to be
known as Section 4-A, providing for the appointment
by the Mayor and Councilman of Frostburg of Regis-
tration officials and prescribing the qualifications
and duties of said officials.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That one new section be and it is hereby
added to Chapter 79 of the Acts of the General Assembly
of Maryland of 1920 to follow Section Four of said
Chapter and to read as follows:
