House during the extraordinary session of the General
Assembly, the sum of two hundred and fifty dollars
($250. 00), or so much thereof as may be necessary, be and
the same, is hereby appropriated; for the balance due for
advertising the Constitutional Amendments passed at the
regular session of the General Assembly of 1920, the sum
of two thousand five hundred dollars ($2, 500. 00), or so
much thereof as may be necessary, be and the same is
hereby appropriated; for publishing and distributing the
election laws and amendments thereto in the year 1920,
the sum of three thousand dollars ($3, 000. 00), or so much
thereof as may be necessary, be and the same is hereby
appropriated. The above appropriations are hereby de-
clared to be emergency appropriations within the provi-
sions of Paragraph 4 of Sub-section D of Section 52 of
Article 3, title "Legislative Department, " of the Consti-
tution of the State.
SECTION 2. And be it further enacted, That the Treas-
urer of the State shall, upon the warrant of the Comptrol-
ler, disburse the said sums of money herein appropriated
for the objects and purposes herein specified, to or upon
the order of the person or persons entitled to receive
the same.
SECTION 3. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public safety, and be-
ing passed upon a yea and nay vote supported by three-
fifths of all the members elected to each of the two Houses
of the General Assembly, the same shall take effect from
the date of its passage.

the town, of Hyattsville, by repealing part of Section 4
and all of Section 6 and all of Section 7; by repealing
and re-enacting with amendments Section S, relating to
the election and qualifications of Mayor, Councilmen
