out all of the provisions of this Act, shall be borne by the
Mayor and City Council of Baltimore and the County
Commissioners of the Counties, as the case may be; and
the Mayor and City Council of Baltimore and the County
Commissioners of the Counties are authorized and di-
rected to pay the additional expenses which may be in-
curred under the provisions oi this Act upon proper
requisition and vouchers presented by the Boards of Su-
pervisors of Elections. If no appropriation or funds
are available in the City of Baltimore or the Counties to
meet the expenses incurred in carrying out the provi-
sions of this Act, then the Mayor and City Council of
Baltimore and the County Commissioners of the Coun-
ties arc authorized and directed to borrow such amounts
as may be necessary to meet such expenses, and issue
their script as evidence of the obligation, and include tne
amount necessary to repay such loan or loans as may be
made in the next tax levy.
SECTION 11. And be it further enacted, That a new
section be and the same is hereby added to Article 33 of
the Annotated Code of Maryland, title "Elections, " said
new section to follow immediately after Section 1 of said
Article, to be known as Section 1A, and to read as
follows:
1A. Wherever in this Article words or phrases are
used denoting the masculine gender they shall be taken
to include the feminine gender.
SECTION 12. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary
for the immediate preservation of the public safety, and
being passed upon a yea and nay vote supported by
three-fifths of all the members elected to each of the two
Bouses of the General Assembly, the same shall take
effect from the date of its passage.

AN ACT making emergency appropriations for the pay-
ment of the expenses of the General Assembly of Mary-
land for the extraordinary session of nineteen hundred
and twenty, and for other emergency purposes.
