aforesaid improvements shall be awarded by contract by the
Mayor and Council of Midland in the following manner: Im-
mediately upon the determination by the Mayor and Council
to make any improvements, the said Clerk shall advertise for
two weeks by means of at least twelve hand bills, posted up
upon public places in said town, and also by advertisement
for at least two times within said period of two weeks in some
one of the newspapers published in Allegany County, Mary-
land, said advertisement to ask for sealed bids to furnish and
construct the improvements contemplated, and said bids shall
be opened by the Clerk in the presence of the Mayor and Coun-
cil at the next regular meeting, or at a special meeting called
for that purpose, and such work shall be awarded to the lowest
responsible bidder therefor, provided that such, lowest bid shall
be considered reasonable by the said Mayor and Council, and
further provided that the said lowest bidder shall give a good
and sufficient bond satisfactory to the Mayor and Council of
Midland for the proper and satisfactory completion of said
work, and provided further that the said Mayor and Council
shall have the right, if they deem it advisable, to reject any
and all bids and to readvertise in the manner above provided.

SEC. 3. And be it further enacted, That this act shall be
submitted to the qualified voters of the Town of Midland at
the town election in the Town of Midland next after this act
has gone into effect, and that at said election the question of
the issuance of said bonds shall be submitted to the qualified
voters of said town, and that on the ballots provided by the
Mayor and Council of Midland at said election there shall be
printed the words, "For Midland General Improvement
Bonds, " and "Against Midland General Improvement Bonds, "
with a square after said words in each case for the X-mark of
the voter, and the voter may vote thereon, either by an X-
mark after his choice, or by running a pen or pencil through
the one to which he is opposed; and if there be a majority of
votes cast in favor of said bonds, then the said Mayor and
Council of Midland shall be authorized to issue said bonds as
hereinbefore provided; and if a majority of the votes shall
not be cast in favor of said bonds at said election, then the
question shall a second time be submitted to the qualified
voters of the Town of Midland at the next succeeding General
Election in the Town of Midland, in the same manner and
method as hereinbefore provided, and if at said second elec-
tion a majority of the votes shall be cast in favor of said
