for their approval or rejection, and providing that this act
is an emergency act, to take effect from the date of its pas-
sage.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That the Mayor and Council of Midland, in Alle-
gany County, a municipal corporation, be and it is hereby
authorized and empowered to borrow on the faith and credit of
the said corporation a sum of money not to exceed Five Thou-
sand Dollars ($5, 000. 00), and to issue coupon bonds therefor
in the name of said corporation, and to sell the same, which
said bonds shall be in the denomination of Five Hundred Dol-
lars ($500. 00), One Hundred Dollars ($100. 00) and Fifty
Dollars ($50. 00); there shall be six $500. 00 bonds, and there
shall be ten $100. 00 bonds, and there shall be twenty $50. 00
bonds; all of said bonds shall be signed by the Mayor and by
the Clerk of the said Town of Midland, and shall be sealed
with the corporate seal, and shall be denominated, "Midland
General Improvement Bonds, " and shall bear interest at the
rate of five per cent per annum, payable semi-annually, and
said bonds shall be payable at a time not exceeding fifteen years
from the date of the issue of said bonds, and shall be redeem-
, able at the pleasure of the said corporation at any time after
two years from the date of their issue; and the said Mayor and
Council of Midland shall have the power to issue said bonds
in such installments and amounts as they may deem proper
from time to time, the aggregate of said bonds to be issued,
however, shall not exceed the sum of Five Thousand Dollars
($5000. 00); said bonds when issued shall be exempt from
State and County and Municipal taxes.

SEC. 2. And be it enacted, That the Mayor and Council of
Midland shall have the right to use the proceeds of said bonds
for building and installing sewers, for grading, paving and
otherwise improving any street, lane, alley, or portion thereof,
which they shall from time to time determine to pave, grade,
or otherwise improve; and for constructing or improving the
curbing and gutters along any street or any portion thereof,
which they shall from time to time determine to improve in
this manner; for the purchase, condemnation or acquisition in
any other manner of any and all land which they shall deem
it necessary to acquire for the widening, straightening or open-
ing of any street, lane or alley in the said Town of Midland;
provided that all the work and labor to be done and all the
materials to be furnished in the carrying out or making of the
