bonds, then the said Mayor and Council of Midland shall be
authorized to issue said bonds as hereinbefore provided, and if
at said second election there shall not be a majority of votes
cast in favor of said bonds, then this act shall be null and void.

SEC. 4. And be if further enacted, That in the event that
said bonds are issued, the Mayor and Council of Midland are
hereby authorized and empowered to levy and collect such an
additional special tax, not exceeding twenty cents (20c. ) on
the One Hundred Dollars each year, as shall be necessary in
order to pay the interest on said bonds, and to provide such a
sinking fund as may be needed for the redemption of said
bonds.

SEC. 5. And be it further enacted, That this act is hereby
declared to be an emergency act and necessary for the immedi-
ate preservation of the public health or safety in the Town of
Midland; and that if this act shall be passed upon a yea and
nay vote, supported by three-fifths of all the members elected
to each of the two Houses of the General Assembly, that then
this act shall take effect from the date of its passage.

CHAPTER 55.

AN ACT to authorize and empower the Mayor and Council of
Hagerstown, to provide, by special or general ordinance, re-
quiring all abutting owners on any street, Highway, lane or
alley in Hagerstown or any part thereof, to pay as therein
set forth, the cost of grading, making, paving, concreting,
macadamizing and curbing, or for regrading, remaking, re-
paving, reconcreting, remacadamizing and recurbing of any
such streets, highways, lanes or alleys of said City; mak-
ing the cost thereof a lien on said property; providing for
the collection thereof, requiring the Mayor and Council in
its discretion to pay for a certain portion of the costs, of
the work done and the materials used on said streets, high-
ways, lanes or alleys, and to provide for the payment thereof
by said City, for all gas, water, or other companies desiring
to lay mains in said streets and all persons or corporations
owning property abutting thereon desiring to make service
connection to said mains shall do so within a prescribed time
as set out in said ordinance; and for requiring all railroad
