without good and sufficient reasons to excuse him to attend
and act, he shall be guilty of a misdemeanor, and on convic-
tion thereof before a justice of the peace or in the Circuit
Court for Frederick County, he shall be fined fifty dollars,
and shall stand committed until both fine and costs are paid.
If any vacancy occurs in the office of judge or clerk of elec-
tion it shall be filled by appointment by the Mayor alone.
The compensation for each judge who serves shall be $3. 00
per day, and for each clerk and the gate-keeper who serve,
$2. 50 per day.

Election Returns.

The judges of election at every election for either Mayor,
or Councilmen, or both, or at any election where any proposi-
tion or question is submitted to the decision of the voters,
immediately after the polls are closed shall count the ballots
cast in each Ward for which they were appointed Judges, and
the Clerk shall tally the votes cast for each candidate, and the
votes cast for or against any proposition or question submitted
to the voters, after which the judges shall make, on blanks
furnished by the Mayor and Council, and file a certificate set-
ting out the whole number of votes cast in each Ward, and the
number of votes cast for each Candidate, and also the number
of votes cast for and against any proposition or question sub-
mitted to the voters. The certificate shall state that the person
receiving the highest number of votes cast for Mayor is elected
Mayor, and the person receiving the highest number of votes
cast for councilman in each Ward is elected councilman from
that Ward, and the proposition or question submitted to the
voters receiving the approval of the majority of votes cast is
carried. As the ballots are counted, they shall be strung by
one of the judges, and when the counting is finished the said
ballots, together with the tally sheets, shall be put into the bal-
lot box, and the box shall then be securely locked, and the
Judges' certificate, the key to the ballot box, the ballot box and
poll book shall be delivered to the two judges at large, who
shall within a reasonable time after the closing of the polls
return the said ballot box, key, and certificate to the Town
Clerk.

Any person who bribes, coerces or intimidates any voter, or
attempts to bribe, coerce or intimidate any voter at any elec-
tion held under the direction of the Mayor and Council of
Brunswick shall be guilty of a misdemeanor, and on conviction
thereof before any Justice of the Peace or in the Circuit Court
