upon conviction, shall be fined, not less than twenty-five dollars
and not more than fifty dollars, for each and every offense.
SEC. 3. And be it enacted, That this Act shall take effect
June 1, 1916.

CHAPTER 451.
AN ACT to add additional Sections to Article Eleven of the
Code of Public Local Laws of Frederick County, in regard
to automobiles, trucks and other motor vehicles, kept at
livery, or for which labor, repairs, sundries, oils or gasoline
is furnished and to provide that a claim for the same may
be a lien against any automobile, truck and other motor
vehicles in Frederick County and be sold at public auction
for such claim.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That it shall be lawful for any person or corpora-
tion engaged in the garage or automobile business in Frederick
County to retain in his or its custody any automobile, truck
or other motor vehicles, kept at livery or for which labor,
repairs, sundries, oils or gasoline is furnished until all charges
for livery, repairs, sundries, oils or gasoline shall have been
paid by the owner or owners thereof.
SEC. 2. And be it enacted, That it shall be lawful for any
person or persons or corporation engaged in the garage or
automobile business in Frederick County to sell any such
automobile, truck or other motor vehicle at public auction, for
cash, at his or its place of business in Frederick County, after
giving at least three weeks' public notice of the time, place
and terms of sale in one or more newspapers published in
Frederick County prior to the day of sale, and after deduct-
ing the amount due for keeping or for labor, repairs, sundries,
oils or gasoline furnished any such automobiles, truck or other
motor vehicle, together with all expenses attending such sale,
then to pay over the surplus, if any, to the owner of such auto-
mobile, truck or other motor vehicle.
SEC. 3. And be it enacted, That before proceeding as above,
it shall be necessary for such person or corporation by its man-
