SEC. 12. And be it enacted, That all fines, penalties, and
forfeitures imposed by any by-law or ordinance may be col-
lected as small debts are, and shall be applied in such manner,
for the use. of said village, as may from time to time be di-
rected by ordinance.

SEC. 13. And be it enacted, That the public ground and
property within said corporation, belonging to the town, shall
be vested in the commissioners, so far as to preserve the same,
to prevent depredations thereon, and to have and to hold for
the benefit of said corporation.

SEC. 14. And be it enacted. That the commissioners of
said town are authorized to pass ordinances -for the regula-
tion, good government, improvement and comfort of the said
town, and the inhabitants thereof; to suppress vice, crime and
immorality; to restrain disorder and disturbances of the peace;
and to prevent and remove nuisances within said corporation.
They may also close, straighten, widen, improve and open
streets, grade and pave the same, make causeways, establish
the width and grade of sidewalks, curb, pave and set out shade
trees therein; and may prescribe and collect license fees for
shows, circuses and theatrical performances, traveling or per-
manent, and on peddlers and hawkers.

SEC. 15. And be it enacted, That Justices of the Peace for
Prince George's County, resident in the town are hereby de-
clared to be conservators of the peace of the town; and it shall
be their duty to order the arrest of any person found by them
breaking the peace or disturbing the quiet and order of the
town, or violating any of the ordinances made by the Com-
missioners of the town for securing the safety of property or
the lives of the inhabitants of the town, and upon complaint
made before them of the violation of any ordinance of said
town, shall issue process in the name of the Commissioners
of Bowie, to recover the fine or penalty imposed for the viola-
tion of such ordinance against the party offending and may
hear and determine the matter as any case arising under the
laws of this State, and shall receive the same fees therefor;
but in all such, cases the bailiff shall bring such complaint be-
fore a justice of the peace.

SEC. 16. And be it enacted, That the said Commissioners
are authorized and empowered to levy annually such taxes
upon the assessable property within said corporation as may
