SEC. 6. And be it enacted, That every commissioner before
entering upon the duties of his office, shall make oath before
some justice of the peace for Prince George's County, that ho
will diligently and faithfully according to the beet of his judg-
ment perform the duties of a commissioner of said town, with-
out favor, partiality, or prejudice, and a certificate of such
qualification shall be returned by the said justice to the Com-
missioners to be filed and recorded among their proceedings.
SEC. 7. And be it enacted, That the Commissioners shall
have power to meet and adjourn from time to time and shall
at their first meeting after an election, choose from their own
body a president, who shall preside at all their meetings, vote
on all questions before them, and remain in office until super-
seded by the election of a new president after a new election of
commissioners.
SEC. 8. And be it enacted, That they may appoint a clerk,
prescribe his duties, and allow him such compensation as they
may think proper.
SEC. 9. And be it enacted, That the clerk shall enter all
ordinances passed by the commissioners in a book to be kept by
him for that purpose, which shall at all times be open to the
inspection of the public, and copies of all ordinances shall be
put up at the most public places in the village.
SEC. 10. And be it enacted, That the commissioners may
annually appoint a bailiff, who before entering upon his duties
shall make oath before a justice of the peace of said county,
that he will faithfully and impartially perform the duties re-
quired of him as bailiff of said town, according to the best of
his skill and judgment, and who shall also give bond in the
sum of fifty dollars for the faithful performance of his duties,
the said bond to be approved by the Commissioners. The said
bailiff, when he shall have qualified, shall have the powers of a
constable under the laws of this State.
SEC. 11. And be it enacted, That the Commissioners may
pass all by-laws and ordinances necessary to give effect to the
powers vested in them by this charter, and impose fines, penal-
ties and adopt forfeitures for the breach of their by-laws and
ordinances; but no ordinance shall impose a fine, penalty or
forfeiture for any one offense of more than ten dollars, or im-
prisonment for more than five days.
