the board of managers may from time to time appoint, and of
which the president, or, in case of his or her absence or re-
fusal, the secretary or any member of the board of managers
as shall be designated, shall give at least two weeks' notice in
at least two of the daily newspapers published in the City of
Baltimore, and elect by a plurality of ballots the members
of the board of managers provided by the by-laws of the cor-
poration, and transact such other business for the benefit and
operation of said corporation not inconsistent with the intent
and purposes of this Act or contrary to the by-laws of this cor-
poration.
SEC. 2. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 423.
AN ACT to authorize the State Roads Commission to construct
uncompleted secondary gaps in State Road in Cecil County
between Octoraro Creek, and Rising Sun. Also between
Calvert via Fair Hill and Singerly, the amount of money
to construct said road, shall be taken out of monies due
Cecil County, for road building, from State apportionment
or otherwise.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That the State Roads Commission of Maryland, be
and it is hereby authorized to build or construct uncompleted
secondary gaps in State Road in Cecil County between Octo-
raro Creek, and Rising Sun. Also between Calvert via Fair
Hill and Singerly.
SEC. 2. Be it further enacted, That the said Roads Com-
mission is hereby authorized to use all monies due Cecil County
for Road Building from State apportionments or otherwise, or
so much thereof as may be necessary, in building the above
named highways.
SEC. 3. And be it further enacted, That this Act shall take
effect June 1st, 1916.
