by any person issued under the authority of any previously
existing law, and which certificate shall be in force and effect
at the date of the passage of this Act.

SEC. 2. And be it further enacted. That this act shall take
effect on June 1, 1916.

CHAPTER 334.

AN ACT to authorize The State Roads Commission to construct
a highway in Cecil County, between Roberson's Corner and
the Pennsylvania Line, to connect with Route 131 of the
Pennsylvania State Road System, the amount of money to
construct said road, shall be taken out of monies due Cecil
County, for road building, from State apportionment or
otherwise.

WHEREAS, The State Roads Commission has constructed a
road in Cecil County from Rising Sun to Calvert adjacent to
the Pennsylvania Line and within one and one-half miles
thereof; and

WHEREAS, The -State of Pennsylvania has agreed to con-
struct a road in 1916 to connect with the Maryland Line at
or near Sylmar, Md.; and

WHEREAS, There is now no improved road leading from the
said Pennsylvania Line into the State of Maryland, within the
limits of Cecil County; now therefore:
