within an incorporated municipality existing at the date of the
issue of said bonds, upon all land and improvements thereon
within said Sanitary District; and the payment of said bonds
and interest shall be provided for in the following manner:
Before the regular annual levy day of the County Commis-
sioners in any one year in which bonds have been sold, they
shall estimate the amount necessary to pay the interest on said
bonds for the ensuing year and one twenty-fifth of the principal
of the bonds so sold, and shall levy against the property assessed
within said Sanitary District a sufficient sum to pay the amount
so required, and shall annually levy thereafter, for twenty-five
years, a sum sufficient to retire one twenty-fifth of the issue and
to pay the interest on the bonds at the time outstanding. Said
County Commissioners are required to designate, in the tax
books or records regularly used in the collection of State
and County taxes, the properties that are subject to
the tax provided for herein, and the tax collecting au-
thorities of the respective Counties are hereby required
to collect the tax so levied from the owners of the proper-
ties so designated, in the same manner as State or County
taxes are collected. Property subject to such assessment shall
be sold for failure to pay such tax, in the same manner as
property is now sold for failure to pay State and County taxes,
and such tax shall be treated in every respect as an additional
County tax levied against the property within the Sanitary
District. For the purposes of assessment and levy, the said
Sanitary Commission shall file with the County Commissioners
a plat of the Sanitary District, showing in detail the boundaries
thereof; and where such bounds fail to follow any well defined
or County road, the names of the owner or reputed owner of
the lands through which such bounds run shall be designated.
Such tax shall bear the same interest and be subject to the
same penalties in the event of non-payment as in the case of
County taxes.
SEC. 9. And be it further enacted, That the County Com-
missioners shall turn over to said Sanitary Commission the
proceeds of the sale of said bonds. For the purpose of provid-
ing funds for the immediate prosecution of the work, the Coun-
ty Commissioners of each County shall pay to said Sanitary
Commission, on or before July 1st, 1916, one thousand dollars
out of the funds of the County, said amount so paid to be
deducted by each County and retained out of the proceeds of
the first sale of bonds by said County, as provided under Sec-
