advantage and necessity of constructing comprehensive water
supply, sewerage and drainage systems within the Sanitary
District, and shall hold public hearings, whenever they deem it
necessary, for the discussion of the legislation to be proposed,
as provided under Section 4.

SEC. 6. And be it further enacted, That said Commission
shall have full power and authority to negotiate with the proper
authorities of the District of Columbia with regard to the con-
nection of the proposed sewers of the Counties with those of
the District of Columbia, or vice versa, or with regard to any
other matter necessary for the proper construction or operation
of the water and sewer systems by them designed.

SEC. 7. And be it further enacted, That, for the purpose of
providing for the organization of said Commission, the prose-
cution of its preliminary investigations and surveys, the prep-
aration of necessary maps, plans and specifications, and for
the doing of all other things that may be required by this
Act, the County Commissioners of Montgomery County and
the County Commissioners of Prince George's County, shall
from time to time, upon the request of the said Sanitary Com-
mission, as in its judgment may appear necessary, issue and
sell, bonds of the respective Counties in equal amounts, pro-
vided that the total of such bonds so issued and sold shall not
be greater than $5, 000 for each County. Such bonds shall be
offered for sale in open market to the highest bidder, for cash,
by sealed proposals, after such advertisement or other notice,
and in such denomination, as by the County Commissioners
may be deemed advisable; provided, however, that said pro-
posals shall be opened not later than three weeks after date of
the request of said Sanitary Commission that bonds be issued.
Such bonds shall be issued under the hands and seal of the
Commissioners of the County so issuing them; shall not be sold
at less than par, and shall bear interest not to exceed five per
cent, per annum; payable semi-annually. They shall run from
one to twenty-five years and one twenty-fifth of the issue shall
be retired each year for twenty-five years. The cost of said
bonds shall be assessed upon all property in the Sanitary Dis-
trict lying within the County issuing them.

SEC. 8. And be it further enacted, That the bonds so issued
under Section 7 of this Act shall be a first lien, subject only
to the lien for regularly levied State and County taxes and
regularly levied municipal taxes, where levied against land
