of said Sanitary District, and all shall serve for two years.
Any vacancy occurring in the personnel of the Commission
shall be filled in the same manner, by the same authority mak-
ing the original appointment and f or the unexpired term. The
Members of said Commission shall receive an annual salary of
five hundred dollars, payable monthly. The members of said
Commission shall be a body corporate, by the name of "The
Washington Suburban Sanitary Commission, " with the right
to use a common seal, to sue and be sued and to do any and all
other corporate acts for the purpose of carrying out the pro-
visions of this Act, including the right to enter upon all land,
within or without the Sanitary District, as may be necessary
for pursuing investigations with regard to water supply, sew-
erage and drainage. The term of office of said Commissioners
shall begin on. June 15th, 1916. The Commissioners shall
elect one of their number Chairman, who shall act as treas-
urer of the Commission's funds. They shall appoint and fix
the compensation of a chief engineer, and such engineering,
clerical and other force and help as from time to. time in their
judgment may be deemed necessary. The Treasurer of said
Commission shall give a bond, to be approved by the County
Commissioners of both Counties. The cost of premium of
said bond shall be paid by the two counties equally.
SEC. 3. And be it further enacted, That as soon after or-
ganization as possible, said Commission shall proceed to cause
the required surveys to be made and to divide the said Sanitary
District into water, sewerage and drainage districts, and to
designate the same, in the case of sewerage or drainage dis-
tricts following the natural drainage areas, or parts thereof,
as near as may be. They shall thereupon proceed to have field
investigations, studies, plats, plans, diagrams, estimates and
specifications made for the water supply, sewerage and drain-
age of all such districts, and shall determine the approximate
cost thereof for each district.
SEC. 4. And be it further enacted, That said Commission
shall present to the Legislature of 1918 a detailed report cover-
ing its activities, and shall prepare and submit to the Legisla-
ture a bill setting forth the best means of proceeding with the
construction and operation of the water supply, sewerage and
drainage systems proposed for the sanitary district
SEC. 5. And be it further enacted, That said Commission
shall be charged with the duty of explaining to the public the
