by burning, in the presence of The Mayor and at least two
others of The Commissioners of Cambridge. All bonds, issued
under authority of this Act shall bear date July first, nineteen
hundred and sixteen, and shall be advertised in, at least, one
newspaper published in Cambridge and one newspaper pub-
lished in Baltimore City, if deemed necessary, at least, once
in each week for four consecutive weeks before selling the
same, and said bonds shall then be sold to the highest bidder
for cash, provided that no bond shall be sold for less than its
par value and accrued interest. If no satisfactory bids are
received from the first advertisement, The Commissioners of
Cambridge may reject all bids and re-advertise, until satis-
factory bids are received.

SEC. 4. Be it enacted, That for the purpose of redeeming
said bonds and paying the interest thereon, The Commission-
ers of Cambridge are hereby authorized and empowered to levy
on all property, situated within the corporate limits of Cam-
bridge, whether the same be real, personal or mixed, such a
sum as -may be necessary to pay all interest on the said bonds
and create a sinking fund, sufficient to pay and redeem all of
said bonds as they mature and become redeemable, said tax
herein authorized shall be in addition to all taxes, now au-
thorized by law. The sinking fund herein authorized shall be
kept separate from all other moneys of The Commissioners of
Cambridge and shall be used for no other purpose than for
the payment and redemption of the said bonds.

SEC. 5. Be it enacted, That The Commissioners of Cam-
bridge may advertise and sell such numbers of said bonds,
provided always that the same are advertised and sold in con-
secutive numerical order, and at such times as it may deem
expedient and necessary, or the whole of said bonds may be
sold at one time, as in the discretion of The Commissioners
of Cambridge may seem prosper.

SEC. 6. Be it enacted, That all bonds, issued by authority
of this act shall be designated "Curbing Bonds. "

SEC. 7. Be it enacted. That The Commissioners of Cam-
bridge shall have the power and authority to assess upon and
collect from the abutting property one half of the cost of con-
structing said curbs and gutters and restoring the bed of
streets. All assessments upon abutting property shall be made
and apportioned by the front foot rule, and such assessments
when made, shall constitute a tax or lien upon such abutting
