property, with priority over all liens, recorded after the pas-
sage of this act; provided that before making such assess-
ment, The Commissioners of Cambridge shall give two weeks'
notice to the owner or owners of all abutting property, by ad-
vertisement, in one or more newspapers, published in the city
of Cambridge, which advertisement shall state the day on
which assessments will be made and warn all abutting owners
to appear at the time and place, stated in the said advertise-
ment, to show cause, if any cause there be, why such assess-
ment should not be made as proposed. Any person aggrieved
by the action of The Commissioners of Cambridge in making
such assessment, shall have the right to appeal to the Circuit
Court for Dorchester County and to have the said appeal tried
by a jury, provided such appeal is taken within ten days next
succeeding on which the assessment was made. All assess-
ments, authorized under the provisions of this act shall be
collected as other city taxes are collected.
SEC. 8. Be it enacted, That none of the provisions of this
act shall become effective, unless the question of the issue of the
bonds, herein provided for be submitted to the qualified voters
of Cambridge at the election to be held in July, nineteen hun-
dred sixteen, and a majority of the votes, cast at said election
are cast for the issue of the said bonds. The ballots used at
said election for voting on the issuing of the said bonds shall
be printed separate from the ballots for Commissioners of
Cambridge and shall have printed thereon the words "For the
issuing of curbing bonds" and "Against the issuing of curbing
bonds. " The votes for and against the issuing of the said
bonds shall be counted and returned in the same manner that
other votes are counted and returned at said election.

CHAPTER 288.
AN ACT to authorize and require the County Commissioners
of Dorchester County to issue bonds to the amount of thirty-
five thousand dollars for the purpose of purchasing land for
public school sites, erecting new public school buildings and
repairing, renovating or enlarging old public school build-
ings, in the town of Cambridge and in Dorchester County;
and to levy and collect a tax upon the assessable property of
said County, as the same shall mature.
