application, that he is prepared to issue such number of licenses
as may bring the total up to the limit provided, in this Act;
and upon the filing of a new application by the parties who
originally applied, within five days after such notice has been
issued, he shall grant new licenses in the place of those can-
celled, in all cases giving priority to any thus re-applying
whose original application shall have been first on file; and
upon the expiration of said licenses to wholesale dealers and
jobbers at the end of the license year as in this Article pro-
vided, he shall upon application renew the license of such
wholesale dealers or jobbers who before May first of each year
shall apply for such renewal, before granting any license to
new applicants, and he shall grant no license to any new appli-
cants except where the applications for renewal fall below the
total number above authorized.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and the same
being passed upon a yea and nay vote supported by three-fifths
of all the members elected to each of the two houses of the
General Assembly, shall take effect upon the date of its pas-
sage.

CHAPTER 274.
AN ACT to amend Article 23 of the Annotated Code of Public
Civil Laws of Maryland, (legalized by Chapter 21 of the
Acts of the General Assembly of Maryland of 1912), title
"Corporations, " sub-title "Insurance Department, " by add-
ing a new and additional Section thereto, to follow immedi-
ately after Section 186, and to be designated and known as
Section 186-A, relating to the sale of the capital stock of
insurance companies in process of organization and the pro-
motion of such companies, and requiring a license to sell or
solicit subscriptions to the capital stock of said companies.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Article 23 of the Annotated Code of Public Civil
Laws of Maryland, (legalized by Chapter 21 of the Acts of the
General Assembly of Maryland of 1912), title "Corporations, "
sub-title "Insurance Department, " be and the same is hereby
