SEC. 2. And be it further enacted by the General Assembly
of Maryland, That Section 122 of Chapter 471 of the Acts of
1868 as codified in Section 129 of Article 23 of the Code of
Public Civil Laws of Maryland be and the same is hereby re-
pealed.

CHAPTER 273.

AN ACT to amend Article 4. of the Code of Public Local Laws
of Maryland, title "City of Baltimore, " sub-title "Liquors
and Intoxicating Drinks, " by adding a new section thereto
to follow immediately after Section 688 and to be known as
Section 688a.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Article 4 of the Code of Public Local Laws of
Maryland, title "City of Baltimore, " sub-title "Liquors and
Intoxicating Drinks, " be and the same is hereby amended by
adding a new section thereto to follow immediately after Sec-
tion 688 and to be known as Section 688a, to read as follows:

688a. From and after the date of the passage of this Act
wholesale dealers or jobbers licenses, as defined in Section 688
of this Article, shall be granted only to persons who for two
years prior to such grant have been citizens of this State, or to
corporations which fox two years prior to said grant have been
doing business in this State either as resident corporations or
as duly registered foreign corporations, or to the assigns or suc-
cessors of such persons or corporations; and the number of out-
standing licenses granted to wholesale dealers or jobbers, as
defined in this Article, shall not at any time exceed the number
of such licenses issued and outstanding on the date at which
this law becomes effective, and the Clerk of the Court of Com-
mon Pleas shall refuse all applications for such licenses if the
full number of licenses permitted shall then have been issued
and outstanding at the time of application, but he shall keep a
list of such applications thus refused and shall file them in the
order of their presentation by hour and day; and upon any
license or licenses being revoked or cancelled or surrendered, so
that the number of said licenses as above limited shall not be
then outstanding, he shall at once notify all parties whose ap-
plications are on file, by notice left at the address given in the
