one, the President is hereby empowered and authorized to convey
by deed the turnpike road, or any portion thereof, together with
such rights, privileges and franchises as shall relate to said turn-
pike road, or portion thereof; and the duty to maintain said
turnpike road or portion thereof, shall from and after such
transfer be upon the purchaser thereof who shall maintain the
same in accordance with the provisions of the franchises or as
provided by law.

SEC. 6. And be it enacted, That this Act shall take effect
from June 1, 1916.

CHAPTER 248.

AN ACT supplementary to an Act to incorporate the President
and Council of Mount Saint Mary's College, passed at
December Session of the General Assembly of Maryland,
eighteen hundred and thirty-five, Chapter three hundred and
sixteen.

WHEREAS, The President and Council of Mount Saint
Mary's College, near Emmitsburg, has for more than a century
conducted an institution for the education of youth and young
men, the advancement of learning, science and arts, and is now
desirous of enlarging its field of usefulness by establishing new
departments of learning usually taught in universities, and of
being empowered to confer honors and degrees such as are
usually conferred by other institutions of learning on persons
worthy of the same.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the President and Council of Mount Saint Mary's
College shall have the power to found, establish and maintain
scholarships, professorships, lectureships and chairs of instruc-
tion as other colleges and universities in America, and to take,
hold and acquire by gift, grant, purchase, device or any other
mode, land and property, real, personal or mixed, and to hold,
use and invest the funds and property of the said corporation
for said purpose and for carrying forward its educational work
and plans; and may grant, mortgage, lease, convey and alienate
its property, both real and personal; and it shall be empow-
ered to receive endowments and to execute, perform and carry
