ordinance for a fine or imprisonment of any person or cor-
poration violating such rules and regulations.

SEC. 10. And be it further enacted,, That the revenues de-
rived from the rentals and charges as set forth in Section 9
of this Act, after the payment of all legal charges and expenses
incurred in the management of said sewerage system and sew-
erage disposal plant and the cost of keeping the same in re-
pair and renewals of any portion thereof from time to time,
as the case may be, shall be applied by the Mayor and Council
of Hagerstown to the payment of the interest on the bonds-
issued under the provisions of this Act and any surplus thereof
shall be set apart as a Sinking Fund by the Mayor and Council
of Hagerstown for the redemption and payment of said bonds
as they fall due and for no other purpose whatsoever. The
revenues from said system shall be collected by such person or
persons as the Mayor and Council may direct and turned over
to the Tax Collector of said city who shall credit the same to a
fund to be known as "The New Sewerage System Fund" and
shall be paid out only on warrants issued by the Mayor of said
City countersigned by the Clerk of the Mayor and Council.
Said Tax Collector shall make an annual detailed report of
the receipts and expenditures from said sewerage system under
oath to the Mayor and Council of Hagerstown and his bond
shall be liable for the safekeeping of said fund.

SEC. 11. And be it further enacted, That the provisions of
the preceding sections of this Act shall not become effective
unless the same when submitted, as hereinafter provided, to
the qualified voters of the City of Hagerstown, at a regular
municipal election, or at a special election held therefor, shall
be approved as hereinafter stated.

After the passage of this Act the Mayor and Council of
Hagerstown shall by ordinance or resolution fix and designate
the date when the said provisions of this Act shall be sub-
mitted to said voters, which date shall be not less than eight
days after the passage of said ordinance or resolution. The
provisions of this Act shall be published in full at least three
times in each of the daily newspapers published and circulated
in Hagerstown, the first of said publications to be not less
than ten days before the time of said election.

The manner of submission shall be, that, on the ballots at the
regular municipal election or at the special election, there shall
be printed the words "For Sewerage System" with a blank
