square opposite at the right, and the words "Against Sewerage
System" with a blank square opposite at the right, and all voters
desiring to vote for the provisions of the previous sections of
this Act shall place a cross (X) mark in the square opposite
the words "For Sewerage System" and all voters desiring to
vote against the provisions of the previous sections of this Act
shall put a cross (X) mark opposite the words "Against Sewer-
age System. "
If at a regular municipal or special election held under the
provisions of this Act a greater number of persons shall vote
"For Sewerage System" than shall vote "Against Sewerage
System" then the provisions of the foregoing sections shall im-
mediately go into effect. All other provisions of the charter of
Hagerstown in relation to elections are hereby made applicable
to said election as fully and to the same extent as if they were
incorporated herein, except as they may be contradicted by or
be repugnant to the provisions of this Act.
In case a greater number of voters at any election held under
the provisions hereof, shall vote "Against Sewerage System"
than "For Sewerage System, " the Mayor and Council of
Hagerstown, may submit the same question to the qualified
voters at the next regular municipal election held in said city,
if it shall be petitioned so to do by at least five hundred quali-
fied voters of said town, provided, however, that after the sub-
mission of said question to a vote under the provisions of this
section, another submitting said question shall not be held with-
in six months from the first election on said question..
SEC. 12. And be it further enacted, That this Act shall
take effect from the date of its passage, it being hereby declared
to be an emergency law, and necessary for the immediate pres-
ervation of the public health and safety.

AN ACT to enable the registered and qualified voters of the
City of Baltimore, Baltimore County, the 1st and 3rd Pre-
cincts of the Fifth District of Anne Arundel County, An-
napolis City, Allegany County, Washington County, Freder-
ick County, Prince George's County, Ellicott City and
Havre de Grace, each as a separate political unit to deter-
